**Ahmedabad* *Party’s manifesto speaks of open source software; Modi govt
signs pact with Microsoft*
This is one big contrast in the party’s manifesto and its actual practice.
The BJP’s IT vision as mentioned in its manifesto and its implementation in
Gujarat could not have been more different.
The party has promised to standardise open standard and open source software
in its IT vision, but by its own claim, the IT savvy state government has
signed MoUs with Microsoft India Pvt Ltd in the Vibrant Gujarat summit. The
aim: to enhance adoption and use of IT in the state education sector using
the licensed software.
The recently released ‘BJP’s IT Vision for Transforming India, Empowering
Bharat’, is an example of this contrast.
The party has promised laptops at Rs 10,000 to one crore students with
interest-free loans for anyone unable to afford it. The party has also
admitted that Free and Open Source Software (FOSS) is the only way out to
reduce the price of the device from Rs 35,000 to Rs 10,000.
The BJP’s IT Vision says: “Our government will actively promote Free and
Open Source Software, including the operating system, which will also
introduce the habit of innovation in the student community.”
But this is in direct contrast to what the Gujarat government did during the
Vibrant Gujarat Global Investors’ Summit 2009, in January. As per the
agreement, Microsoft will extensively promote capacity building by
establishing IT academies across 12 districts, train 20,000 teachers,
prepare IT and Digital Literacy curriculum, build IT readiness under ‘MS
Partners in Learning’ and implement a comprehensive education solution,
including Education Management and Information System and Campus Management.
When questioned about the contrast, none of the party leaders had a straight
answer for this seeming contrast.
BJP’s national IT cell convener, Pradyut Bora, said: “This should be asked
to the state government. But, policies can always change.”
Meanwhile, state leaders of the BJP declined to comment on the issue. Yamal
Vyas, BJP media cell convener, Gujarat, said: “Although I am not authorised
to say anything on this, but if it’s mentioned in the manifesto, there must
be some logic in it.”
Dear All,
The extent of mainstream political support for Free and Open Source
Software (FOSS) and Open Standards seems to be getting stronger. The
Bharatiya Janata Party (BJP), the main opposition party in the current
parliament, today released a National IT vision document
(http://www.lkadvani.in/eng/images/stories/it-vision.pdf)
<http://www.lkadvani.in/eng/images/stories/it-vision.pdf> which contains
strong support for FOSS and Open Standards, such as:
1) Ten Million students to get a laptop (worth Rs 10,000 or around USD
200) which will be loaded with FOSS, (Page 21 of the document)
2) Creation of royalty free open standards ; call for all government
software to be based on open standards (page 36, 37)
3) Promotion of user generated, FOSS knowledge repositories in Indian
languages - similar to Wikipedia (page 20)
The Left parties in India has been a traditional supporters of FOSS and
open standards, with Kerala being a pioneer in the adoption and
promotion of FOSS. Now with the BJP too clearly coming out in support of
FOSS and Open Standards, there seems to move towards a political
consensus favoring FOSS and Open Standards.
In this connection, a few organizations are planning to hold a workshop
in Delhi later this month where major political parties will be invited
and their support for the adoption and promotion of FOSS and Open
Standards will be sought. A draft FOSS manifesto
(http://public-software.in/FOSS-manifesto) has been shared earlier on
this list for endorsements from individuals and institutions which would
also be discussed in this workshop.
Other than the support for FOSS, there are other significant promises as
well including
a. Providing a Rs 10,000 fully powered laptop to 10 million students
across the country
b. Broadband Internet (2 Mbps) in every town and village, at cable TV
prices (less than $4 per month).
c. National Mission for Promotion of IT in Indian Languages.
d. Unrestricted VoIP.
e. Domestic IT hardware industry to be promoted to minimise dependence
on imports.
f. Domestic hosting industry to be promoted to minimise international
bandwith charges.
Thanks,
Vinay.

We, the Free Software Movement Team having been consistently working
to build the Free Software Movement in Karnataka, have decided to
consolidate our efforts by forming an organisation. Our work has been
built on the work of the pioneers of Free Software in the country.
After much deliberation, we have decided to name our organisation the
'Free Software Movement - Karnataka' to symbolise the all inclusiveness
of the Movement. What differentiates us from other groups, organisations
or networks is our approach to building the Movement. Our scientific
understanding is that only a 'mass movement' in the FOSS domain can
bring about the various changes that we envision. To build such a mass
movement, a democratic, transparent, representative and dynamic
organisation is essential.
We understand that to address the various challenges before the
Free Software Movement it is essential to have broad based coordination
among the various entities operating in the FOSS domain, in conformance
with our principles. It should be noted that we are not affiliated to FSF-I
or any other entity, at present. We represent the Free Software Movement.
Prof Eben Moglen and RMS have been our inspiration.
The Convener is Senthil S.(9900262828) <senthilsos(a)yahoo.com> and
Jt. Convener is Vikram Vincent (9448810822) <vincentvikram(a)gmail.com>
This core team is supported by a group of academicians, people from the
industry and students from around Karnataka.
We present the 'Free Software Movement - Karnataka (FSMK)'
http://fsmk.orghttp://fsmk.in
---------------------------------------------------------------------------------------------------------------------
What is a mass movement?
Mass movement : is a word with comes from geology. It is the
geomorphic process by which soil, regolith, and rock move down slope
under the force of gravity.
Mass movement can be over varying timescales from seconds to years.
Mass movement may occur at a very slow rate, particularly in areas that
are very dry or those areas that receive sufficient rainfall such that
vegetation has stabilised the surface.
It may also occur at very high speed, such as in rock slides or landslides.
--------
We aim to be a MASS MOVEMENT in FREE SOFTWARE
We would like be a group of hacktivists - who can be catalysts in reaching
the idea of free software to a large number of people - including the
people who don't have hardware - by giving them free hardware to start with.
Whether the mass movement in free software in India is going to be
rapid or slow - is going to depend on You Waking up to the philosophy
of free software.
> Would the people on this list be able to pinpoint the various
> governmental organisations/departments that have a) taken upon
> themselves a mandate to use FOSS, and b) are successfully using FOSS?
> Links to press releases / newspaper articles about such use would also
> be useful. If such a list already exists, could someone point me
> towards that?
>
We have started collecting information specific to the public
sector(govt.s, NGOs) and FLOSS , see - http://public-software.in
specifically see sections on 'FOSS related policies - India' and
'Governments using FOSS in India' . We are in the process of building
this list so its not really fully updated yet. We will also convert
some sections of the site into a wiki so that people can add more details

The solution to the problem of flexibility lies in free and open
source software. India has already adopted open source approaches in
administrative systems and education projects. This represents a good
policy foundation on which to build a national eHealth system. It
could, for a start, leverage the strengths of the large open source
software community. The outcome would be a common electronic health
platform covering clinical and administrative functions for government
as well as private institutions, with full interoperability. What is
more, the open source nature of the project is bound to attract
software companies and communities of programmers to come up with
innovative health applications.

Any responsible politician should be encouraging a home grown Free
Software industry because it creates the basis for future jobs.
Learning Windows is like learning to eat every meal at McDonalds.
I am sending the OpenGL programs as an attachment just change the signature
of the main program from void to int and all of them should work fine
Then regarding the error message you mentioned i got the same error while
working with *Ubuntu *(probably some display header file missing) I could
not fix the error but however i tried the same program on *Mandriva
2009 *where
i could compile and run the same program successfully this might not be the
solution to your query but at least this can be of some help.

An article in today's Hindu about Nudi, Karnataka governments official
Kannada software. The source code of nudi is not publicly available .
There are also various challenges to making Nudi work on GNU/Linux,
which is hampering the spread of FOSS in karnataka.

Limitations of Nudi software highlighted * Special Correspondent
/E-Kavi stresses need to upgrade it /
Bangalore: Effective implementation of Kannada in the administration can
only be brought about with proper development of the government
software, Nudi, the U.S.-based V.M. Kumaraswamy of Ella Kannada
Abhimanigala Antararaashtriya Vedike (E-Kavi) has said.
He told presspersons here on Tuesday that technological coordination
among various departments in the State Government had not been possible
owing to the limitations of the Nudi software, which is used in
administration. Development of the software would prove helpful for over
70 per cent of rural children in learning computer skills, he added.
Presenting copies of correspondence between him and the government and
the government’s circulars and inter- departmental correspondence on the
software since 1998, Mr. Kumaraswamy alleged that three persons behind
the promotion of Nudi software were responsible for taking the
government and the public for granted.
Although the government had purchased the software, vested interests in
the Kannada Ganaka Parishat had been keeping the “source code” of the
software to themselves. This had hampered the development of the
software and had caused delay in gathering information from many
departments simultaneously. The government should ask the parishat to
convert into an “open source” as the application could accommodate
interface among all the departments in the government, he said.
Commenting on the attitude of the government towards the software, Mr.
Kumaraswamy said that it was wrong to think that Kannada software would
grow by distributing it to public free of cost. In fact, the Ganaka
Parishat had been charging Rs. 100 a CD, he added.
Demand for new panel
He said that it was time the government appointed a new committee in
place of the 12–member committee it had constituted for software
development, particularly “to standardise the formats and codes” in 2000.
The new committee should include persons well-versed in the language and
its technical application, he said.
