the issue has

But this could have been a bug previously, years back.

I was a victim exactly one year ago. I had scheduled download at 2:05AM and I was surprised by an excess bill of Rs. 4000+. I had to move to unlimited plan because of this issue. I am not sure whether they have fixed it by now or not.
But still, This is not an issue on this subject as anybody can verify his usage online. Unfortunately I didn't do it that time.
