i guess this file broadly tell  u what changes have been dome in the kernel since the last release.
if u are upgrading the kernel for a specific purpose it would be a good idea to read this file, to find out if, the support (or whatever) u wanted in the kernel is available with that release.

patch-2.4.7.gz

this is the "patch" or the update u would need to install, if u want to upgrade the kernel from the previous major release.

SAY for example.
  IF u are running kerenl 2.4.6  , u can update your kerenl to 2.4.7 by
  runnig the patch patch-2.4.7.gz.

If u are runnig 2.4.5 u will have to downlaod  patches for 2.4.6 and 2.4.7 and execute them in that order. to update your system ..
and so on .

if you have noticed the patches are about 1.5 megs at most, so it would make more sense to download the patches then the whole kernel. even if u have to download 3 patches.

but the advantage of downloading the whole kernel is that u can have an uptodate copy of the Documentation.

Do read the Changes file in the Documentation directory for more ( important) information on the packages u would need to update in order to upgrade the kernel u have just downloaded.

IN ANY CASE please read the KERNEL HOWTO , u can download the latest version of all HOWTOs  form http://linuxdoc.org.

if u are planning to download the kernel, try to downlaod it from http://www.in.kernel.org/ ....
or the hong kong or saudi mirror . the indian mirror is the fastest i guess .. but apparently dosent allow multiple accesses from the same ip. (not sure)

patch-2.4.7.gz.sign

i have never read this file . but its a small file u can download and open it to see what is inside.
i guess this contains the PGP or some verification key.

Please download  all the HOWTOs on your comp and read the relevant ones. they are really very helpful, its always good to try out something, and it that dosent solve your problem.. u can post it on the mailing list. u can at least learn something new in the process.

i did read your other mails, and being a newbie my self, i guess u could have found a way through your other problems also , if u would have done some reading on the howtos . or u can simply post the error message u got on the google web site and u will definitely come up with a lot of relevant stuff. although this is the dumb ass method :-)
