I have created a Bootable Ubuntu 9.10 USB I am booting Acer Laptop Travelmate 2310 with this USB Internet is working on this USB booted Ubuntu Laptop The CDROM of this Laptop is not working Can I install this Ubuntu on USB to HDD with some command

Do you mean using the 'USB Startup Disk Creator' from System > Administration menu?

If you have created the USB as mentioned above, you should be able to see the 'Install Ubuntu 9.10' icon on the desktop. Double click on it, and the installer should start.
Can any linux be installed on HDD over network
There are many distros which offer installation over network. Debian comes to my mind as an example and there would me many others (GIYF).
I'm not sure if it helps your cause, but do take a look at the etherboot project http://etherboot.org
They do have a method designed to boot securely over the network.

For PXE Lan Boot an LTSP server is required which I do not have right now What I am looking at is over the internet ( FTP / HTTP) If I can Install linux

Yes. Afaik there is a menu option to do this.

Yes. You will need a netboot cd, or setup a dhcp + tftp server + nfs.

Yes, presuming you have a Live USB. There should be an installer icon on the destkop of your Live session.

Yes, most distros have a net installer CD. I am not sure if Ubuntu has this option in the Live CD version.
