we read the title wrong, maybe it should says "Biggest use of open source technology in an e-Gov Project..." Exciting news, if gov projects are using Open Source (preferably FLOSS/ GPL) technologies and tools, that is the first step. Let the gov people taste freedom, it is addictive.
