"Government Policy toward Open Source Software" is a nice book about free software usage in governance, a topic in which we are interested.

The interesting part is that the editors include people from either side of the fence - including Lawrence Lessing (of Stanford Law School, and FSF board of directors) and Bradford L Smith (of Microsoft corporation.)
