That's right..if I can do away with mp3 on hw..i will be happy
All you have to do is connect a microphone to any laptop and audacity will let you record as ogg.

most of the audio recording and mp3 palyers that we see in the market produce a wav format file, which can be easily converted into ogg by the convert script. This is the cheapest way of producing good quality audio recording. I do this often and it works most of the time.

Software Patents are not valid in india. So nothing is preventing you from using mp3

AFAIK the so called mp3 recorders do not generate an mp3 file, but a wav file. Most of them are mp3 decoders and not encoders. Please check. At least the one I have produces a wav file.

I had recorded some of the ogg files using a tool called "sound recorder". I connected my mic to the laptop, just recorded the way I want. Audacity is also one of the good tools to record ogg files :)
