Start with the hod and management of your college. They will approach the right forums in Mumbai university. U sending letters to anon clerk is not going to help.
We (BSc I. T.) have learnt about UNIX Operating system's basic commands in one of our semesters which actually inclined me towards using GNU/Linux as a mainstream OS. BSc (Computer Science) students learn a little more about the Operating System.
You would be wise to learn GNU/Linux well. Even if u are using windows. It is usually your last bastion after windows is finished with u. besides getting anything done is a breeze in GNU/Linux.
Could you post the current curriculum or point me to some place where it is available.
