I tried using your muttrc; and could not repeat the problem. Could you try something like mutt -F /dev/null and see if the problem still exists. The only other difference in my mutt is that I have not compiled in POP3 support so that should not matter.

I also want to set the width of my messages to 75, how should I do this.
This is what I use: set editor='vim "+/^$" -c "set tw=72 nohlsearch nocindent"'
in my muttrc. You could replace this with your editor... though you would need to figure out the command line parameters.
