That should not be an issue, GUI tools are available through which you can:
1. Start with basic Ubuntu Live CD 2. Customize ubuntu and remove features that you do not need. 3. Prepare final Live CD Image
All it would take is a bit of trial and error to come p with an image that is small but has everything that you need.
