No you cannot distribute RHEL ISOs i.e. the compiled binaries. The EULA that you sign explicitly forbids you from distributing RHEL binaries. AFAIK you can distribute the SRPMs. But why do you wish to distribute RHEL when a perfectly good alternative, Cent OS, is available? It is built from RHEL's SRPMs so there is very little difference between RHEL and Cent OS.
If anyone knows of significant differences between Cent OS and RHEL, please enlighten us.
