And I doubt, are we really lacking expertise and skillset, to identify the right Open-Source alternatives and implement it ?
+1. Exceptions - a wonderful way to by pass the "mandate" and let your favorite vendor define the tender content. Most babus, even if they have the technical knowledge, are prone to get the tender writing job "done" by a willing body.
