I hope you are aware that it is illigal in India to connect a voip box to a pstn line.

I agree with your approach of testing - first get the PSTN connection working before diving into the VOIP functionality. Caveat, make sure such a setup is allowed in India. IIRC, a while back VOIP networks could not be connected to the PSTN network with the exception of lic. service providers.
I would suggest you contact the hardware vendor and/or participate in their forums - chances of solving your problem there is higher.
