no i meant XF86Setup that is /bin/X11/XFree86Setup it was a utility somewhat like Xconfigurator that redhat no longer provides

Did you mean xf86config when you said XF86Setup? I haven't heard of the latter but there's an option in xf86config to specify the horizontal and vertical frequency ranges of your monitor manually, even in RedHat 8.0.
