Yes, you can create a partition which is formatted with FAT filesystem and mount it under Linux. You can also access an existing windows parition this way. Then store all your files in this directory. After that they can be accessed by either operating system.
You can put the right entries in /etc/fstab and then let this happen automatically at boot.

This would not work. The utility allows you to access the linux parition but this access is not transparent and you need to manually save each file before you can use it.
