Motorola is the only big company seriously into Linux phones. Check out the latest range of smart phones from them.
Am not aware of the syncing part though.

My goal is to prevent him from buying a product that would require him to switch (dual boot) into Windows just so that he can sync his PDA with the computer for data entry.
I've not had much success with the PDA sync tools on GNU/Linux with his notebook. Probably got something to do with the USB / Serial Port thingy..
