1. If you are removing Kubuntu just because you are not able to view it in windows, then reconsider your decision as they are tools like one being already pointed out. 2. If otherwise, then you can download the image of GParted live and burn it. Boot it as you will boot a Live CD, and delete your existing partitions/reformat it to NTFS or whatever partition you want to use. 3. The same point2 can be done using a Kubuntu Live CD, by using the QParted which you will find in the Menu (Utilities or System Tools), which can also help you in deleting the Kubuntu partitions.
Personally, I feel Kubuntu is more preferable/usable than Windows 98 (even if you have a legal copy of it).
