This is a hardware problem. Check the controls on your monitor. I don't know what it is called, but you'll see a control that looks like this: )__( (opposite of what you have). You have to adjust that.
This is not a hardware problem because with the same settings my windows works properly. ( Does it mean, I should always change my monitor screen setting every time when I switch between Windows & Linux. This can not be the option. There must be something else.)
I also had this problem previously, when I installed caldera eDesktop on my system. But it gives me various options to check the screen resolutions with *different refresh rate* during the installatin. Also it has a screen resulation settings in the control box from which I selected the proper settings. But there is nothing like this in RHL 7.1 ( I'm wonder about that bcoz changing the screen resolutin is one of the control we should have in control pannel. )
