Yes, It doesnt load on startup. wu-ftpd will be started by `xinetd' whenever you try to connect to it using a FTP client. `xinetd' should be running for this to happen.
First `su' to root. Then enable wu-ftpd by setting the option `disable = no' in the file /etc/xinetd.d/wu-ftpd. Then start xinetd by doing
/etc/rc.d/init.d/xinetd start
OR if xinetd is already running do
/etc/rc.d/init.d/xinetd restart
