An Ipad is not a mobile. I have checked out the ipad clones, none of them come up to what ipad does. First, most of the clones are 7 inchers not 10 incher If you have any ipad clones that are at 3-5k, i will be happy to buy it. In fact have been looking for them to buy for office

Yes the usual chinese kit assy. in India. WITH linux. Actually all the components save the housing is available of the shelf. DIY minus fancy housing should be doable in the 10K range in retail quantities (10~20). Rs.14K single shot. I am seriously thinking of assembling one, if i can wrangle a couple of 10" pixelqi screens - but the price then shoots up to 25K.
Let me know. But as i said, i am looking at a 10 inch or thereabouts. 7 inches is too small to work with comfortably.
