That will only disable / prevent your box from connecting to the internet akin to removing the lan cable from the modem. The "modem" stays connected and logged in to mtnl. Hence it mtnl (in their infinite wisdom) will continue to bill u during non billing hours.
and you can disable the pppoe connection from the modem when not in use in linux.. ifdown the eth interface and disable the pppoe connection from the modem when not in use
Once u disable your network u have no access to the modem (i dont use the usb connection).
