Basically its about getting a high bandwidth corporate type connection and share it among neighbours who are willing. Some even use satellite pipes. The problem is what Devdas mentioned, people are not really keen on computer usage. How many homes actually have a computer, let alone broadband. How many people will actually download heavy file content?
