Dinesh Joshi, is specifying GNU/Linux users to be a friend of Linux distros and _not_ an enemy of Microsoft Windows. Otoh, those who are bashing Windows, say that because, places where Windows should *not* have been the OS on computer, it still is.
Both are correct in their own ways.
For people who have been using computers and been in this field for serveral years (from 1992 onwards), would say primarily target Microsoft Windows because, that year saw the rise of Windows 3.1. and the success followed, though Microsoft had worse legal battles in its early years.
RMS's essays in those days too had bits and pieces of Microsoft's software products, as evident on the GNU's website.
However, the list members may use a more generic term "Non-free Software", but again, it wouldn't actually mean that all non-free software is really bad (SUN?)
