I took numerous speed tests on the internet and they show that my upload speed is almost double that of my download speed(35.5kbps). Is their anyway to tweak these settings so the come near equal. I use Arch Linux, unpatched kernel, i686 and cable net which advertises a speed of 64 kbps.
