You connect to net using proxy? Then select the advanced option after the error occurs and enter proxy there.
I followed the instructions given at frankscornet to install dcom98 and was able to do so successfully. But, when I tr to install IE6 I get the following error "Setup was unable to download the required components. Please make sure you are connected to the internet or try to run setup again." I am not using any proxy.
