There have been threads on this on /., so you could look there, but to make a really short point, I'd say that censorship won't help. Making it illegal to do something doesn't stop people from doing it.
Don't push for tighter control laws (like the DMCA, SSSCA, UCITA, and others), which restrict legitimate users, but do nothing to stop people who would break the law anyway. Instead, push for better education of sysadmins. Push for openness. Push for accountability.
If a developer is held accountable for security holes in his system, and is required to inform all users of that system about these holes when they become known, then that would help in admins being forewarned about security lapses in their systems, and protect against unforseen breakins.
