Problems 5 & 6 are the worst. Statutory requirements will make office bearers liable to legal proceedings if the statuatory requirements are not met. Audits and reviews happen three yrs later - long after the previous office bearers have departed. So any oversight in the past will have repurcussions on current office bearers.
Registering a NPA is relatively easy. Running and maintaining it is the hard part it requires REAL time and effort. It is not a part time hobby and can have you visiting the court.
There are a lot of formalities that have to be fulfullied when running a NPA. Each of these costs money. For example, it would be necessary to have an audit of the accounts and file income tax papers. Even getting an ordinary CA to do this will cost between 5-7K per year......This cost has to be provided for and paid irrespective of what else happens.
There must be a lot of papers to be filed each year, conducting of AGM, etc. Each document filed normally carries a filing fees.
So if luggers are still for it lets contribute REAL money. Saswata will have custody (having volunteered for accounting).
I hope you mean that the money will be in a bank account and Saswata will know how much is there and how the money has been spent :-) I will, actually, have the custody of the cheque book, at best. NEVER give the power of signing cheques from an organisation's bank account to the person who is maintaining the books of accounts. That is the one of the first rules of internal audit I had leaned a long time ago.
