WiFi should work, but would be finicky (specially in rains) unless you amplify the signal to 2 watts.
Regarding WiMax, you cna look up distributors for Huawei in India ( http://www.huawei.com/ap/en/catalog.do?id=301)
One will not be able to buy Wi-Max equipment in India for link setup. It requires WPC license to import any radio (yes, even WiFi). Esp. in the areas mentioned, it might be a recipe for disaster to think on these lines without getting the papers right.
