Could you tell me how many PCs you installed with Ubuntu 6.06 can play VCDs with proper sound? Mine does not even after installing codecs and
Mplayer works for me.
You might need the binary codec packages from http://www.mplayerhq.hu/design7/dload.html to play some of the proprietary formats.
I have installed win32 codecs in /usr/lib/codecs as well as /usr/lib/win32. I also installed gstreamer plugins. In kaffeine I had even pointed xine to both these directories.

If you are using Ubuntu try Automatix, it will install all drivers including win32codecs etc. DO NOT mount VCD's when you insert them into the CDROM Drive. If you have it on auto mount, unmount them using umount /cd/drive/path
That should work. :)
PS: You could also try VLC player, but Mplayer is preferable.
