install dhcpd, do `man dhcpd` and start it.you can do it thru YaST - "System Administration" - "Change Configuration File" and set variable START_DHCPD to 'yes'. Please dont confuse with dhcpcd (note the extra `c` between p and d. thats for the DHCP clients. Further info is in the man page.
