Start a company. Lookout for tenders floated by the government. Quote a price that's less than what others quote. Hope that no one's getting kickbacks.
and when you finally get the order, make sure the software is released into open source, whereupon a lot more companies will jump into the fray to tender support to other projects where the department goes for the open source software you have released.
