Is there any particular reason you want to connect to MTNL ADSL using an internet PC card?
IMO, you'd be better off buying an external router/modem and connect that to your desktop/laptop over the LAN or the WLAN port. DLink and TPlink have devices compatible with MTNL ADSL service.

Also, if you absolutely need to have the public IP termination on your system, most modems have an ADSL pass through mode, where the router only does the ADSL termination, and the pppoe stream is passed through to the connected PC.
But again, if it is absolutely essential to have ADSL in a add on card, check these out.
