I am going to follow these basic rules. 1. Should use the same mailing list software and not try to reinvent the wheel by writing a new mailing list software. (This will include studying the present mailing lists softwares and their analysis)
2. Include POP as an option to it instead of forcing everyone to POP from the server. So POP will only be an feature and not a compulsion, list admins my diable this feature if required.
3. Support to reply to mails online - web based. (Online Yahoo groups or google groups for example).

Please do consider Doxygen [http://doxygen.org] when it comes to documenting the source. It's a very potent tool and it would provide an incentive to the coders to write good source documentation.
