Upgrade to rpm 3.0.6. That supports rpm 4 packages and doesn't require db3 libs.
To install rpm-4.0.1, you seem to be missing db3 libraries. I think www.sleepycat.com is the site for these libs.

only if you have a powerpc. Since you probably have an intel compatible chip, you should get i386. Better yet, get the src.rpm and rebuild for your architecture.

The rpm you are looking at is meant for the PowerPC architechture ... look for something like rpm-3.0.6-1-i386.rpm
