And most of the pirates are not home users but edu institutions, sme's, banks, corporates and wealthy individuals with multiple pcs whose disposable incomes / capital investements are orders of magnitude more than the cost of the entire IT setup!!.
Do they (edu institutions / Affiliated Colleges) need to? Don't they get software cheaper (a little less cost). Rather, don't universities atleast get it cheaper than corporates?

Well, on a related note, here's a story I heard myself from one of my professors. He makes it a point not to use Matlab for his courses and work. The reason he cites is that U.S. universities are given Matlab licenses at a very low (dirt cheap) cost. However, in India, cash strapped universities have to shell out much more money to buy the licensed versions when compared to the prosperous U.S. universities; the discount, if any, is insignificant.
Also (debatable, as I don't have proof): He also mentioned that Matlab uses many core functionalities which were snarfed from open sourced math libraries (I don't have details), with little or no return to the codebase.

A lot of piracy happens at the corporate level under the name of volume licensing. As an example, if the company has paid for 7 licenses of , say, Windows 2003, they use the same keys to install on atleast 10-12 computers saying that they "erased the previous install". These guys simply give out a fresh key.
That apart, there seems to be no other licensed software other than those provided by MS. The editors (EditPad, UltraEdit), WinZip, Trialware like Toad all come with cracks, serials and patches on their software repository servers.
