Usually cyber cafes use some sort of customized software to keep time track, block sites n similar things, small tweaks to those software can do this n much more (desktop sharing).
A password wudnt be really useful without knowing where it is being put, so need something that tells the website etc.

The message was recieved by me and I was curious as the information on the web about the suspect device was on a CDAC website.
Yep. I ran into "cyber cop" in Hyderabad.They said it just keeps track of the time. But if you reboot the system,you have to go back to the "desk", to get the internet connection re-established.
