One of the reasons the Mowgli initiative has been taken is to try and address this problem in a meaningful fashion, at least for now, for Mumbaikars.
Nagarjuna has already announced that the HBCSE server is available for us all to store critical data like this. I am sure that as the idea builds up steam, more space like this will become locally available, in more parts of the city.
The cost aspect that Roshan refers to 1. applies only to priced ISP services, which are currently designed to be as usurious and unfriendly as possible, and 2. will be free for local public data networks.
Aside from the possibility of downloading it free, it will also be possible to easily go and physically get a copy from HBCSE, or any of the servers we think will become a key part of this mesh.
