I am using RED HAT linux 7.2 , I am not able t o get driver for sis650 video adapter. Could you please tell me if there are any clone drivers that can work, or where can I get the driver.

You are probably referring to a version of one of the distributions, like SuSE linux 7.2, or Mandrake linux 7.2, or Slackware linux 7.2, (assuming these exist) or something else.

Well, according to http://www.xfree86.org/4.2.0/Status30.html, there is no support for that card yet.
You can try a generic VGA driver, but that probably won't get you all the features of your card.
Alternately, contact SiS, and ask them to provide you with a driver - you've paid for their hardware, it's their responsibility to provide you with drivers for it.

or, you could also search google. there are several links that turn up showing work being done on that card, including one that mentions the driver.
