Dual licenced - GPL/QPL (QT Public licence, akin to the GPL) for GPL'd apps, and commercial seat based licencing for commercial apps. Check their website for details.

I do believe it is seat based for closed source applications. (Hint: RedHat is an extremely commercial system)

I dont know much about Qt., but GTK sure is good. If you are comfortable with C., you should probably be looking at GTK+ instead of Qt. GTK+ is completely Free (as in Free Speech)., so you wont have any license problems either
