Can anyone recommend a reliable VPS hosting service which is not too hard on the wallet?
Also, is the speed difference between a VPS host and your avg shared host noticeable if running mysql queries over https?

I am using VPSLink[0] for sometime. It was available for a discounted price of USD 119 for 128MB RAM last month. You might want to try out their higher plans. Its operated by Spry, and is definitely a reliable host.
I have also used(not owned) VPS shells from Unixshell[1] and Prgmr[2], each having 256 MB RAM, and they work very well for average websites.

If by speed difference you mean the cpu load, then it remains same. Only advantage VPS will offer you is a guaranteed amount of RAM available to your instance.
I would suggest you opt for Xen based VPS accounts as it offers many more features not available in OpenVZ ones, including burstable CPU and RAM resources.

unixshell doesnt work any more - they are not taking orders

why would you want to run mysqueel queries over anything?
