Download the latest daily image from http://cdimage.ubuntu.com and that will give you the latest updates.
Complex method: If installing from the Live CD, then select try Ubuntu. Then install it from the Live session. Finally, still in the live session, using a USB, copy the latest updates (.deb packages along with all dependencies), chroot to the installed system and install the updates!

Yes, it's possible to install Ubuntu over WiFi as long as the WiFi drivers are available in the default Ubuntu install ISO.
