Take a look at Kylix from Borland. (http://www.borland.com/kylix/open/index.html)
Note that the language is not BASIC. Kylix 3 onwards supports C++ & Object Pascal (i.e. the equivalents of Borland C++ Builder & Delphi on Windows)
It is NOT open source, but there is an "Open Edition" that is free as long as you release your program under GPL.
It is a 90Mb download so you may prefer to get hold of it from the June 2003 PCQuest DVD.
