I want to start an open source project, I mean I want my source code to be free. But I don't know how to register for an open source license and from where to get it.
I tried googling and took a glance at OSI website but couldn't find any link for registration.
I am sorry if you find my question as a noob :)

For using GNU GPL license you might want to follow these instructions: http://www.gnu.org/licenses/gpl-howto.html
The procedure is more or less same for all the licenses.

And to be specific, you don't need permission from anyone or to register yourself for writing FOSS. Adding an appropriate licence to your code is enough to make it free and open source software.
