A friend of mine who was in the call centre business had once told me that refurbished machines can be obtained in India for approx 200$. They are very popular in call centres.
Does $200 include monitor, keybd, mouse?

Should be so. Refurbished machines are second hand machines but the difference is that they are stripped down and every part is thoroughly cleaned and any problem is rectified before the system is reassembled.
A client of mine got herself a simple pc from uk, (without monitor) sent by a relative there who was in the pc business. It was a pentium 166 with a 32 mb edo ram. I expected it to look old and dusty from inside, but was surprised to see it looked just like new, even the cabinet had no corrosion marks inside. The mobo has ide sockets with side locks just like in the ram sockets. I don't think such boards are made nowadays.
