You will need 2 NIC's one will connect to the cable modem and the other to your machine (using cross cable) or to a hub. Also the machine receiving the cable connection will have to provide proxy service to your machine. Your neighbour's machine can either be a linux box or a win 95/98 machine. For linux you can use squid and for windows you can use winproxy.
Of course for you to browse, his machine will have to be on.
We are using hathway cable connecition in our office connected to a linux box which provides browsing and other services to 40 other machines.

I've already run out of PCI slots. What do I do now? Any other option? I have only one slot left which is at present occupied by internal modem, which I can afford to remove.

I'm jumping into this thread mid-way, so I may be way off target in answering this, but anyway.. (you have been warned!) What you need is: 1) Traffic shaping - for bandwidth throttling 2) Proxy service - for all the usual benefits
The kernel's traffic shaper will allow you to define bandwidth restrictions on each user of the system. This is because, since its a shared pipe, any user might be to hog all the bandwidth - which you dont want. The setup you need is explained in the Advanced-Routing HOWTO. If you're not familiar with what IP addresses/hubs , then i suggest that you : 1) get yourself updated, or 2) get someone to do this for you

Use an ISA Card. But for the driver, you will have to do a lot of searching. If you want, you can take one from me.

We used to switch between doordarshan and cable connection with the help of a splitter with a switch in the middle many years ago. You can probably find out for such a similar switch working the other way round from your neighbourly electronic shop.

What is httpsd? If you mean apache with ssl support, then say that. You get http when you install apache. httpd is just the name of the executable. If you compiled apache with mod_ssl, then you also have ssl support (https). You just need to start apache with ssl support. If you use apachectl to start apache, you normally do apachectl start. If you just type apachectl, you will get a list of options (did you do this?). One of them says start_ssl. That sounds like a good option for starting ssl don't you think? You could also read the source of apachectl. It's a very simple script.

I think, at least in the Debian distrib. the apache with ssl in in the non-US section. It has a different name like apache-ssl or something(I dont exactly remember). You have to specifically install it rather than the non-ssl apache which is normally installed.
If you want to compile the sources yourself, then you require openssl etc.

No, httpd itself handles the ssl part as well. You have to specifically tell httpd to listen to port 443 and configure the ssl certificates for the server. Read the config file for apache after you install it, and the docs for mod_ssl. Or see the RH 7.x httpd config file.
