Actually, if you run an open WiFi you are technically an ISP and need a licence.

Also, have a look at airjaldi. They have an extensive outdoor wifi setup.

While we are on this topic, there are now wireless routers in the market which have a USB port in order to attach a pen drive or a USB HDD. This can be shared by all the wireless users. This can be very good for setting up a tiny local server for file sharing. Netgear has such features in their n600 series routers. With no internet access provided, it can be very good for sharing Linux distro ISOs or multimedia content.
