hmmm... finally i got an external modem (D-Link), my linux box dials my ISP (DishnetDial), but suddenly it terminates with the error "Exit status : 16" . i don't know what's that. i tried to search on google but no luck :(
Status 16 means Modem Hangup. Its not a problem either on your side or Dishnet ("we don't support Linux" :P) - its MTNL (?@$#!) It happens when the modems cannot sustain a connection due to (mostly) excessive line noise.
The /etc/wvdial.conf file is used by `wvdial' and *not* by kppp.
PS: Try to find some point in the Terms an Conditions of Usage given to you by DishNet so that you can maybe screw them a lil' bit ;-)
