Ever cared to read documentation? In /usr/share/doc/packages/pam-xx/ directory there is a very good PDF file, read approximately 10-12 pages and PAM will be yours. I am sure you will get much more than only an answer to your question there. The solution for your question is - remove the 'x' from /etc/passwd file for the user for which you dont want password.

Nah, that's not a good solution. If you want to use pam, use pam. Have a look at the "auth" line for the "login" conf file under pam.d.
