It is for the fence sitters. There are many (mainly non techies) who are quite frustrated with MS products and would like to try another OS, but are sceptical about GNU/Linux. The sceptism arises from the fact that if a "great" company like MS can deliver such junk others may be much worse. Trying out an os without the "risk" of screwing his harddisk sounds good to such users.
