to block yahoo messenger, you have to block msg.messenger.yahoo.com, to block msn messenger, you have to block messenger.hotmail.com, and a whole load of other hosts that are redirected from there. If your

Stopping IM is a matter of policy and cannot be wholly solved in a technical manner. Please contact management and tell them to write an AUP and enforce that.
I was unable to log onto yahoo, ICQ and msn from certain terminals and was able to do so from others. After spending a lot of time i found that after reducing the security level in the Internet Explorer to low I was able to log on to them (thro win98). MSN still gives me problems though. See if you can use it the reverse way.
